The Black Country Study began three years ago when the Black Country's political and business leaders recognised the need to consider radical change in the sub-region to counter the process of decline of the last 30 years.
The Study process began by agreeing a 30 year Vision with partners, which provides the driving force for change.
The Study supports a sub-regional strategy for the Black Country, outlining the priorities for regenerating its physical, environmental, social and economic fabric. The West Midlands Regional Assembly, as Regional Planning Body, have accepted the Study as a supporting document for the Draft RSS Phase One Revision, submitted to Government on 31st May 2006. (The Regional Spatial Strategy guides major transport, land use and regeneration decisions until 2021
The aim of the Black Country Study is to find ways to:
- Reverse the trend of people leaving the Black Country
- Raise income levels by ensuring better skills and types of jobs
- To attract and retain people with higher level skills (change the socio-economic mix)
- Protect and enhance the environment and create a safe, attractive and healthy place to live and work.
The Black Country Study is the Urban Renaissance Strategy for the Black Country. It sets out:
WHY the Black Country needs to change;
WHAT needs to be done - the strategic direction and scale of change;
WHERE that change is going to take place - the spatial stratgy for the Black Country;
HOW that change will be brought about - the delivery strategy.
The Black Country Study is now complete, and can be downloaded below. The full report is available to download at the top of the list but it has also been split into chapters for ease of access.
